摘要
“十四五”及未来一个时期,河南城市仍然面临用水需求持续增长与水资源供给约束不断加剧的发展困境。对2010—2019年水资源约束下河南城市静态效率和动态效率进行分析,认为河南部分城市存在水资源投入冗余等情况。同时,河南城市效率的提升与技术进步相关性最强,进而从水资源节约、集约利用和科技创新、要素配置相结合的视角提出相应的对策建议。
During the 14th five year plan and the coming period,Henan cities are still facing the development dilemma of continuous growth of water demand and increasing constraints on water supply and demand.By analyzing the static efficiency and dynamic efficiency of Henan cities under the constraints of water resources from 2010 to 2019,it is considered that some cities in Henan have redundant investment in water resources,and the urban efficiency of Henan has the strongest correlation with technological progress.Then,corresponding countermeasures and suggestions are put forward from the perspective of the combination of water resources conservation and intensive utilization,scientific and technological innovation and factor allocation.
