信息化破解高校科研经费“放管服”

持续深化科研经费“放管服”,改善科研经费管理,是推进创新型国家建设的前提和保障。近年来各级政府和科研管理部门出台了大量关于科研经费使用的文件,但在落实科研经费“放管服”的最后环节还存在些许不足。通过科研管理及经费管理信息化,实现高校科研经费的简政放权、规范管理、优化服务,才能真正破解科研项目经费使用难题。

To further“streamline administration,delegate power,optimize services”for the management of research funds is the premise and guarantee for the construction of an innovative country.In recent years,governments and scientific research management departments at all levels have issued a large number of documents on the use of scientific research funds,but there are still some shortcomings in the final stage when implementing the doctrine of"streamline administration,delegate power,optimize services"in the management of scientific research funds.This paper suggests to apply information technology in university research and funds management to streamline administration,delegate power,standardize management,and optimize services,which will really solve the problems.
