水电市场化消纳分析与体系框架设计 被引量:3

摘要 水电的市场化消纳是中国电力市场建设的重要组成部分。基于对中国水电发展政策和市场环境的梳理,对水电的特点及其市场化过程中面临的关键挑战进行了分析,提出了中国水电市场化消纳的思路,并设计了水电市场化交易体系框架,探讨了水电市场化消纳实施中的几个关键问题。研究结果表明:水电进入电力市场面临着成本回收、灵活调整合同、风险管控、不可抗力违约等多方面的挑战,需要循序渐进,深入结合市场内外部机制,通过系统化的市场方案予以消纳;所提出的水电市场化交易体系框架涵盖了市场内外部协同、多种市场类型、交易品种、交易规则和地理范围等多个维度,实施过程中需要特别注意提供系统化的交易品种,并设计适合水电的特定规则。 Market-oriented consumption of hydropower is an important part for the construction of China s electricity market.Based on the analysis of the policy and market environment of hydropower development in China,the characteristics of hydropower and the key challenges of its marketization were analyzed,an idea of consuming hydropower through electricity market was proposed,a framework of hydropower market trading system was designed,and several key issues of its implementation were discussed.The results showed that hydropower faced challenges in cost recovery,flexible contract adjustment,risk control,contract breach due to majeure.It is necessary to integrate the internal and external mechanism of market step by step and adopt the systematic market-oriented scheme.The proposed framework covers multiple dimensions,such as internal and external coordination of the market,various market types,transaction varieties,trading rules and geographical scope.In implementation process,it is pointed that special attention should be paid to providing systematic trading varieties and designing suitable rules for hydropower.
