摘要
在水利现代化背景下,河长制管理信息平台的功能需求日益多样化。以安康市为例,在总结河湖管理信息化现状及存在问题基础上,分析了不同管理主体的河湖信息查询、日常管理、公开公示、事件处理、投诉建议、督办考核、统计分析等业务需求及平台功能模块。围绕河长制管理信息平台建设目标,理清建设思路,以交互展示层、业务应用层、应用支撑层、数据存储层、数据传输层、采集感知层等架构平台体系,提出保障措施,促进平台有效运行,推动河长制全面高效管理。
In the context of water conservancy modernization,the functional requirements of river chief management information platform are increasingly diversified.Taking Ankang city as an example,we summarize the current situation and existing problems of river management informatization,and then analyze the collaborative governance requirements and function modules of different management subjects,such as river information query,daily management,public announcement,event handling,statistical analysis,suggestions,supervision and assessment,etc.Under the guidance of objectives,the construction ideas are clarified.The platform system includes display layer,application layer,supporting layer,storage layer,transmission layer,acquisition and perception layer.And safeguard measures are adopted to promote the operation of the platform effectively and the management of the river chief mechanism comprehensively.
