为推进挥发性有机物重点监管企业综合整治,科学有效防治大气复合污染,改善环境空气质量,广州市由市、区两级环保部门按照污染源环境监管责任的分工组织开展挥发性有机物(VOCs)重点企业“一企一方案”综合整治工作,并在企业完成整治后组织对整治完成情况进行核实。对各区辖管企业VOCs“一企一方案”综合整治情况进行抽查核查。抽查核查内容主要是通过对照整治方案和技术评估意见,从源头控制、生产过程管理、末端治理、在线监测等方面,检查各区环保局核实验收重点监管企业完成“一企一方案”各项目、各指标的情况,并根据现场核查情况对实施末端治理项目的部分重点企业进行抽测。本文主要是针对抽查过程中汽车企业VOCs治理措施进行探讨。

In order to promote the comprehensive treatment of key VOC regulated enterprises,scientifically and effectively prevent and control air compound pollution and improve ambient air quality,environmental protection departments at the municipal and district levels in Guangzhou organize and carry out the comprehensive treatment of"one enterprise,one scheme"of key VOCs enterprises according to the division of responsibilities for environmental supervision of pollution sources,After the enterprise completes the rectification,it shall organize to verify the completion of the rectification.Spot check and verify the comprehensive rectification of VOCs"one enterprise,one scheme"of enterprises under the jurisdiction of each district.The content of spot check and verification is mainly to check the completion of various projects and indicators of"one enterprise,one scheme"by the district environmental protection bureaus in terms of source control,production process management,end treatment,online monitoring,etc,According to the on-site verification,some key enterprises implementing the end treatment project shall be sampled and tested.This paper mainly discusses the VOCs governance measures of automobile enterprises in the process of random inspection.
