“1+X”证书制度是适应社会职业岗位需求变化的供给侧改革切入点。“1+X”证书供给体系应优化结构设计,满足“X”证书可选择性与新动能特性及短、平、快的培训需求特征。职业院校是“1+X”证书制度的实施主体,应主动构建起“1+X”证书培训平台,培训平台包括云选择、云考证、云学分和云调整四个模块,模块功能应将供给体系与培训需求充分匹配,满足学习者个性发展的需要,满足经济社会发展对新动能人才的需求。

The"1+X"certificate system is the entry point for supply-side reform to adapt to changes in social and professional job demand.The"1+X"certificate supply system should optimize the structural design to meet the characteristics of the"X"certificate's selectivity,new momentum,and short,flat,and fast training needs.Vocational colleges are the main body of the implementation of the"1+X"certificate system.They should actively build a"1+X"certificate training platform.The training platform should include four modules,namely cloud selection,cloud certification,cloud credits and cloud adjustment.The function should fully match the supply system with training needs,meet the needs of learners'personality development,and meet the needs of new kinetic talents for economic and social development.
