Logic of Local Legislation for Rural Revitalization

乡村全面振兴关涉中华民族伟大复兴的战略全局。全面实施乡村振兴战略,离不开有力的法治保障体系构建。为整合发挥立法合力,有效推动本地区乡村振兴发展,乡村振兴地方立法要以地方“三农”领域的基本法为本色,以促进法为内质,重点着眼于农业产业发展、生态宜居和乡风文明等维度,在制度层面予以规范表达与系统阐释,同时也要注重凝练提升地方立法独立品格与特色。

Comprehensive rural revitalization is related to the overall strategic plan of China s rejuvenation.The full implementation of the rural revitalization strategy is inseparable from the construction of a strong legal system.In order to integrate and exert legislative force to effectively promote rural revitalization in the countryside,local legislation for rural revitalization should be based on the basic laws in the fields of“agriculture,rural areas and farmers”,adopt the law on the promotion of Revitalization of Rural Areas,focus on development of agriculture,ecological livability and rural custom civilization,and provide standardized expression and systematic interpretation at the institutional level.At the same time,it is desirable to pay attention to the refinement and sublimation of the independent character and characteristics of local legislation.
