国内电力现货市场用户侧结算机制研究 被引量:8

摘要 为推动我国电力现货市场建设,避免现货市场中用户侧结算机制设计不合理造成执行结果出现较大偏差的问题,研究了部分首批试点地区的用户侧结算机制,并对其他省区开展机制设计提出了建议。从首批试点地区机制设计情况来看,全电量集中出清在我国首批试点地区得到了广泛应用。通过对比广东、山东、山西3个试点地区的用户侧结算机制设计方案可知,在全电量集中出清模式下,用户侧结算机制设计差别主要体现在结算参考点设置等3个方面。基于3个场景的实证对比分析表明,用户侧结算机制设计的不同可能在不平衡资金等方面产生影响。基于我国市场建设实际,建议在市场机制设计中从全局出发,分析用户侧结算机制设计问题,避免机制设计不合理造成不平衡资金的问题。 In order to promote the construction of China’s electric power spot markets and avoid the problem of large deviation caused by the unreasonable design of user-side settlement mechanism in the spot market, this paper studies the user-side settlement mechanism in some of the first pilot areas,and puts forward some suggestions for other provinces to carry out their mechanism designs. Judging from the mechanism designs in the first pilot areas, the centralized clearing of the total electricity power has been widely used in these areas. By comparing the design schemes of the user-side settlement mechanism in the pilot areas in Guangdong, Shandong and Shanxi provinces, the differences in the designs of the user-side settlement mechanisms are mainly reflected in three aspects such as the setting of the settlement reference points in the centralized clearing mode of the whole electric quantity and the like. The empirical comparison analysis based on three scenarios shows that different user-side settlement mechanism designs may have an impact on the unbalanced capital and other aspects. Based on the reality of China’s market construction, it is suggested to analyze the user-side settlement mechanism design problem from the overall perspective in the market mechanism designing, so as to avoid the problem of unbalanced funds caused by the unreasonable mechanism designs.
