乡村振兴背景下广西特色农业保险发展研究

Research on the Development of Guangxi Characteristic Agricultural Insurance under the Background of Rural Revitalization

农业保险是现代特色农业的重要风险管理工具,是全面推进乡村振兴战略的重要风险保障。通过研究近年来广西已经开展和正在开展的特色农业保险发现,特色农业保险存在客户风险意识和投保意愿不强、基层财政压力大、保险产品设计与农户实际需求不匹配、查勘定损理赔难度大等问题。对此,应加强宣传教育,积极筹集多方财政补贴资金,优化保险产品设计,加强保险科技的运用,完善再保险与巨灾风险分散机制。

Agricultural insurance is an important risk management tool for modern characteristic agriculture and an important risk guarantee for comprehensively promoting the rural revitalization strategy.Through the study of characteristic agricultural insurance that has been carried out and under being carried out in Guangxi in recent years,it is found that characteristic agricultural insurance has problems such as peasant household’s weak risk awareness and insurance willingness,under great financial pressure at the community-level governments,mismatch between products and peasant household’s actual demand,and great difficulty of claim settlement.In this regard,we should strengthen publicity,actively raise financial subsidies,optimize the design of insurance products,enhance the application of Insur Tech,and improve the reinsurance and catastrophe risk diversification mechanism.
