National reading needs to be promoted by the whole society.Through the innovative practice of the library co-founding model of Hengshan District Government of Yulin City and the society,this paper proves that as long as the government can correctly guide and actively promote,it is not only possible but also feasible to support the construction of public cultural undertakings with the help of social forces.
