煤炭清洁利用系统性评价研究——以山东省为例

Systematic research on coal clean utilization——Taking Shandong Province as an Example

分析影响煤炭清洁利用的多种因素,构建煤炭清洁利用系统性评价指标体系与协同综合评价模型,对我国东部的山东地区进行多层次多维度的系统性综合评价,结果表明:2012—2017年山东省煤炭清洁利用的协同度由严重不协同(0.187 1)提升至中等协同(0.559 1),而"资源+政策""技术+资源"协同度较低的问题成为拉低总协同度的短板。基于补齐短板的情景预测分析,提出了山东省面向2025年煤炭清洁利用的发展目标,并形成政策建议:建立长效机制,提升"技术+资源""政策+资源"协同水平,强化集中用煤。

The factors affecting the clean utilization of coal were analyzed,and the systematic evaluation index system and col-laborative comprehensive evaluation model for coal clean utilization were constructed.The multi-level and multi-dimensional systematic comprehensive evaluation of Shandong Province in the east of China was carried out.The results show that:the syn-ergy degree of clean coal utilization in Shandong increased from severe non-coordination(0.1871)to medium synergy(0.5591)during 2012~2017,while"resource+policy"and"technology+resources"are the short boards and bring down the total synergy.Based on the scenario prediction analysis of shortcomings,the development goals and policy recommendations for clean coal utilization in Shandong in 2025 are proposed.
