Water Rights Market Construction and Water Resources Utilization in the Yellow River Basin

黄河流域是我国重要水资源供给区,同时也是我国经济社会发展的重要区域,黄河流域水资源的可持续利用,对促进流域经济的可持续发展具有重要意义。文章对黄河流域水权市场建设和水资源利用进行研究,在对黄河流域水资源发展和利用现状分析的基础上,指出黄河流域水权市场建设和水资源利用存在的问题,并提出相应的政策建议。黄河流域水权市场建设要以完善水权转让机制为保障,以完善水权市场监管机制为支撑,以建立流域水权交易市场为主体,以创新政府治理方式为关键。建设黄河流域水权市场,提高水资源利用效率,是推动黄河流域高质量发展的重要举措。

The Yellow River Basin is not only an important water resource supply area in China,but also an important area for China’s economic and social development.The sustainable utilization of water resources in the Yellow River Basin is of great significance to promote the sustainable development of the basin economy.Based on the analysis of the current situation of the development and utilization of water resources in the Yellow River Basin,this paper points out the problems existing in the construction of water rights market and the utilization of water resources in the Yellow River Basin,and puts forward corresponding policy suggestions.The construction of water right market in the Yellow River Basin should be guaranteed by perfecting the mechanism of water right transfer,supported by the improvement of water rights market supervision mechanism,taking the establishment of water rights trading market as the main body and innovating the government governance mode as the key.It is an important measure to build water right market and improve water resource utilization efficiency in the Yellow River Basin.
