东北工业旅游振兴工作的痛点、难点与对策建议

The Pain Points,Difficulties and Countermeasures of the Revitalization of Industrial Tourism in Northeast China

党的十八大以来,党中央、国务院高度重视东北振兴工作。本研究认为,发展工业旅游是东北振兴的重要路径。在工业遗产资源占优、社会各界支持等利好条件下,东北本应成为全国工业旅游重镇,但时至今日东北工业旅游仍是惨淡经营。造成这一结果的原因何在及解决方案,目前尚无系统研究。工业旅游能否振兴,是东北振兴与否的缩影。基于此,本研究拟在厘清东北发展工业旅游重要性基础之上,对其过程中的痛点与难点进行研究。研究发现,东北工业旅游的痛点集中表现在社会关注度仍有待提升、工业遗产被破坏严重、静态开发导致附加值低、工业旅游未成体系、形式单一且缺乏特色等方面,难点包括社会总体认知仍有待提高、各地相关部门配合不够、工业遗产保护政策落实不到位、专业团队与高新技术介入不足等内容。对此,本研究认为,东北工业旅游振兴工作可从转变治理观念、部分领域先行先试、引进专业人才力量等方面作出努力。

Since the 18th National Congress of the Communist Party of China,the Party Central Committee and the State Council have attached great importance to the revitalization of Northeast China.This study believes that the development of industrial tourism is an important path for the revitalization of the Northeast.Under favorable conditions such as the dominant industrial heritage resources and the support of all sectors of society,the Northeast should have become a major industrial tourism town in the whole country,but the industrial tourism of the Northeast is still under bleak business today.What is the reason for this result?How to solve?There is no systematic research yet.Whether industrial tourism can be revitalized is the epitome of whether the Northeast is revitalized.Based on this,this study intends to study the pain points and difficulties in the process of developing industrial tourism in the Northeast on the basis of expounding the importance of the development of industrial tourism in the Northeast.The study found that the pain points of industrial tourism in Northeast are concentrated in the lack of social attention,serious destruction of industrial heritage,low added value caused by static development,unstructured industrial tourism,single form and lack of characteristics,etc.The difficulties include lack of overall awareness of society,insufficient cooperation among relevant departments in various regions,inadequate implementation of industrial heritage protection policies,insufficient intervention of professional teams and technology,etc.In this regard,this research believes that the revitalization of industrial tourism in Northeast China can make efforts in the aspects of changing governance concepts,taking precedence in some fields,and introducing professional talents.
