档案产业链建设初探

档案产业链作为链条式的企业关系形态,符合行业发展趋势、基础服务现状和政策规范要求,契合了新修订《中华人民共和国档案法》中提出的"鼓励社会力量参与和支持档案事业的发展"要求,能够完善档案产业的监管、实现不同业务的有效衔接、推动档案产业良性发展、打造多样化档案服务。论文在界定档案产业链相关概念的基础上,分析了建设档案产业链的意义与可行性;结合档案产业链发展现状,探讨了档案产业链的四种建设模式:政府指导型、学会协调型、核心企业主导型和相关企业关联型;最后从法制建设、机制健全、品牌营销和技术革新四个方面提出了推动档案产业链建设的主要举措。

As a chain enterprise relationship form,the archives industry chain conforms to the development trend of the industry, the current situation of basic services and the requirements of policies and norms, meets the requirements of "encouraging social forces to participate in and support the development of archives" proposed in the newly revised archives law of the People’s Republic of China, and can improve the supervision of the archives industry, realize the effective connection of different businesses,and promote the benign development of the archives industry Create diversified archives services. On the basis of defining the related concepts of archives industry chain, this paper analyzes the significance and feasibility of building archives industry chain;Combined with the development status of archives industry chain, this paper discusses four construction modes of archives industry chain: government guidance type, society coordination type, core enterprise leading type and related enterprise related type;Finally, it puts forward the main measures to promote the construction of archives industry chain from four aspects: legal construction, sound mechanism, brand marketing and technological innovation.
