摘要
在生态保护修复方面,宁夏总结出了包括植树种草模式、流域治理模式、治水兴水模式为主的黄土高原水土流失治理新模式,贡献了土地荒漠化防治的"中国经验",探索了贺兰山生态治理与产业融合发展的新路子,具备建设生态保护修复示范区的基础和条件。宁夏必须坚持从"国之大者"的政治高度和"千秋大计"的战略高度发挥国土空间规划的基点作用,突出生态保护红线的底线作用,体现生态工程建设的基础作用,强化体制机制创新的保障作用,努力在生态保护修复示范区建设中走在前列、作出示范。
In terms of ecological protection and restoration,Ningxia has summarized a new model of soil and water loss control on the Loess Plateau,including tree planting and grass planting model,watershed control model and water control and revitalization model,contributed the"Chinese experience"of land desertification control,and explored a new way of integrated development of ecological management and industry in Helan Mountain. It has the foundation and conditions for building an ecological protection and restoration demonstration area. Ningxia must adhere to the political height of A big country and the strategic height of grand plan for the future,give play to the basic role of land and space planning,highlight the bottom line role of ecological protection red line,reflect the basic role of ecological engineering construction,strengthen the guarantee role of system and mechanism innovation,and strive to be in the forefront and demonstrate in the construction of ecological protection and restoration demonstration areas.
