黄河“几”字弯都市圈协同治理的动因、约束与前瞻

Motivation,Restriction and Prospect of Coordinated Governance of Jiziwan Metropolitan Area of the Yellow River

黄河"几"字弯都市圈协同治理对都市圈贯彻新发展理念、实现区域公共服务均等化以及推动各方实现共商共建共享极具战略意义。从目前都市圈协同治理的现状来看,还面临行政区经济分割、跨域合作组织松散以及合作动力不足等瓶颈问题。为此,各方应加快协同治理步伐,逐步摆脱这些困境。要想稳步推进跨区域协同治理,不仅需要重塑合作共赢的理念,也需要中央政府的支持和推动;不仅需要地方政府间的通力合作,还需要加强社会层面的参与力度。

The coordinated governance of the jiziwan metropolitan area of the Yellow River is of great strategic significance for the metropolitan area to implement the new development concept,realize the equalization of regional public services and promote all parties to jointly discuss,build and share. From the current situation of collaborative governance in the metropolitan area,it also faces bottlenecks such as administrative region economic segmentation,loose cross regional cooperation organizations and insufficient cooperation power. Therefore,all parties should accelerate the pace of coordinated governance and gradually get rid of these difficulties. To steadily promote cross regional collaborative governance,we need not only the reconstruction of the concept of win-win cooperation,but also the support and promotion of the central government,as well as the full cooperation between local governments,the strengthening of social participation.
