核工业国际标准化高质量发展战略初探

Study on Promoting the High-quality Development Strategy of International Standardization of Nuclear Industry

近年来,我国核工业事业蓬勃发展,不断提高整体水平和国际竞争力,但国际标准化前沿议题设置能力不足、缺乏引领性战略研究等制约高质量发展的瓶颈问题凸显。本文采用差异化竞争策略,从回顾性研究出发,对标国际,重点厘清了当前国际标准化尚存薄弱之处的35个方向并提出后续申报建议。同时,切实提出四项近期工作思路以及七项中长期发展战略建议,旨在促进以标准化助推核工业"走出去",为加快我国由核大国向强国转变提供必要的理论依据和技术支撑。

In recent years, the nuclear industry in China has developed vigorously and continuously improved its overall level and international competitiveness. However, the lack of ability to set the frontier topics of international standardization and the lack of leading strategic research have highlighted the bottleneck problems restricting high-quality development. Starting with retrospective research, this article adopts a differentiated competition strategy to benchmark against international standards, and mainly clarifies the 35 areas where current international standardization is still weak,and puts forward recommendations for the follow-up applications. At the same time, it puts forward four short-term work ideas and seven mid-to-long-term development strategies, aiming to promote the "going global" of the nuclear industry with standardization, and to provide necessary theoretical basis and technical support for accelerating the transformation of China into a powerful country in terms of nuclear industry.
