民爆物品道路运输动态监管系统的体系结构与预设计 被引量:2

摘要 针对在无民爆物品储存库地区运输过程中对危险行为监管的不足,构建了无库房地区民爆物品道路运输动态监管体系。该体系融合了信息协同通报流转系统、缉查布控平台、超级卡口识别系统及非现场监管系统,实现了公安机关与其他部门信息共享、职能融合,统一协同管理;通过对运输结构化特征数据挖掘分析,与驾驶车辆、人员行为实时关联对比,对发生的危险提前研判和预警。公安机关可运用该系统实现通报机制精细化、信息流转电子化、路面动态监管智能化、应急处置及时性,确保民爆物品运输环节安全,为营造良好的社会治安环境提供了技术保证。 The purpose of this paper is to address the deficiencies in the supervision of dangerous behaviors during transportation in areas where there are no storage areas for civil explosives.For this purpose,we establish a dynamic supervision system for road transportation of civil explosives in non-warehouse areas.The system integrates information collaborative notification circulation system,investigation and dispatching control platform,super bayonet identification system,and off-site supervision system.We establish a mechanism for reporting and sharing information on the transportation of civil explosives between the internal police and external units of the public security organs.This mechanism promotes the integration of functions between the Public Security Bureau and other departments.And,it also has the functions of information notification registration,circulation distribution,signing,and maintenance on the collaborative circulation platform.The system extracts structured feature values of vehicles and personnel and establishes data categories.Besides,it utilizes the technology of model mining to compare the characteristic values of the data with the persons who are controlled and concerned in real-time.Dangerous behaviors are analyzed and judged in advance from three aspects:the human attributes,the behavior of transport vehicles,and the dynamic analysis of technical warfare.When a potential danger is discovered,the supervisor pushes the alarm information and feed it back to the public security intranet processing center.The processing center which is connected with the intelligent traffic platform analyzes the illegal data.Then it sends the information to all departments of the public security organ in which emergency measures will be taken in time to quickly build the defense line of public security.The results show that the public security organs can use the system to achieve the refined notification mechanism,electronic information flow,intelligent road dynamic supervision,detect critical situations,and push alarm information in time.The system,which breaks Information technology barriers and improves the ability of collaborative management,ensuring the safety of the transportation of civil explosives and providing a technical guarantee for creating a good social security environment.
