消防火灾应急管理标准体系浅析

A Brief Analysis of the Fire Emergency Management Standards System

本文从响应中央关于加强国家应急管理体制重要指示精神出发,以顶层设计的思路,充分运用"标准化+"理念,尝试构建一套消防火灾应急管理标准体系,以期在制度框架上为国家消防火灾应急管理制度提供标准化的制度理念和实践指引。全面推进消防火灾应急管理标准体系建设,不断提高国家应急管理能力和水平,对于切实维护国家安全、公共安全具有重大意义。

To respond to the important spirit of instructions of the Central Government on strengthening the national emergency management system, this paper uses the ideas of top-level design and "standardization+" to construct a set of the fire emergency management standards system, in order to provide a institutional concept and practical guidance for the national fire emergency management system. It is of great significance to promote the construction of fire emergency management standards system and continuously improve the national emergency management capacity for effectively maintaining national security and public security.
