30 Years’Implementation of the Opening-up Strategy in China’s Border Regions:Policy Evolution,Evaluation and Prospects

中国于1992年正式实施沿边开放战略,并陆续颁布实施了一系列开放政策。文章通过对近30年来我国沿边开放政策的梳理和分析,归纳了沿边开放政策的演进历程和实践特征,并在对政策成效进行评估的基础上,对新发展格局下的沿边开放政策进行了反思和展望,提出要重新认识沿边地区作为"开放前沿"的历史发展阶段,进一步明确沿边开放的战略定位,构建更具系统性、合规性和精准性的沿边开放政策体系。

In 1992,China officially launched the opening-up strategy in its border regions and put in place a series of related policies.This article aims to summarize the major policy characteristics in different phases by sorting and analyzing the policy documents concerned,evaluate policy performance by using some major economic indicators and upon this,come up with some rethinking and prospects of opening policies of the border regions in the context of the new development paradigm.It is suggested that,as“opening-up frontier”,the border regions’stage of historical development be re-understood,their strategic positioning be further identified,and a more systemic and efficacious policy framework complying with international rules be laid down.
