The study analyzes the problems and solutions of social security payment of flexible employment in resource-exhausted cities,introduces the present situation of flexible employees in resource-exhausted cities,and finds out the problems of insurance,i.e.too less payment base grades,no flexibility;simple service method,not high service level;tedious social insurance procedure transfer and continuity of flexible employment personnel,and cost of time and energy.Reasonable countermeasures are proposed,i.e.to set suitable payment base of flexible employees,improve service level,promote publicity,popularize related social security policy,simplify flexible employment social insurance payment procedure,support the payment on behalf APP by the government,and establish targeted system,in order to improve the insurance rate of flexible employees and protect the legal interest.In the future,with the promotion of publicity,the investment of government capital and the personnel employment,the acceptance of payment on behalf APP from the employees in resource-exhausted cities has a qualitative leap.This may become the effective pathway of solving the problems of payment of national flexible employment.
