行政区划调整背景下乡村义务教育发展策略探索

Exploration on the Development Strategies of Compulsory Education in Rural Areas under the Background of Administrative Division Adjustment

城乡义务教育均衡发展一直以来都是政府和人民高度重视的问题,而乡村义务教育的发展在一定程度上会受到地方政策调整的影响。四川省为推进乡村振兴计划的实施,于2019开展了乡镇行政区划和村级建制调整两项改革,取得丰硕改革成果的同时对乡村义务教育布局规划和资源配置格局也产生了影响。乡村地区义务教育应正视行政区划调整后,部分区域学校撤并导致辍学率提高、资源配置不合理、教育资源浪费等问题。从合理规划学校布局、充分利用现有资源的基础上促进教育资源的扩充和共享、深化教育管理体制改革创新三方面推动乡村义务教育优质均衡发展。

The balanced development between urban and rural compulsory education has always been a problem that the government and people attach great importance to,and the development of rural compulsory education will be affected by the adjustment of local policies to a certain extent.In order to promote the implementation of the rural revitalization plan,Sichuan Province has carried out two reforms,township administrative division and village-level structural adjustment,in 2019,which have achieved fruitful results and influenced the layout planning and resource allocation pattern of rural compulsory education.The compulsory education in rural areas should face up to the problems of higher dropout rate,unreasonable allocation of resources and waste of educational resources caused by the withdrawal of schools in some regions after the adjustment of administrative divisions.From the reasonable planning of school layout,make full use of idle resources,expand existing resources,build a sharing platform to optimize the allocation of resources,deepen education management system reform and innovation to promote the quality and balanced development of rural compulsory education.
