基于生命周期视角的企业科技创新政策体系研究

Research on Enterprise Scientific and Technological Innovation Policy System from the Perspective of Life Cycle

本文基于企业生命周期视角,从种子期、初创期、成长期、成熟期四个发展阶段分析企业对科技创新政策的需求,在借鉴国际经验做法的基础上对各阶段的企业科技创新政策举措进行归纳总结,提出未来一段时期完善企业科技创新政策体系的思考和建议,包括构建企业生命周期数据监测统计体系、强化政策的普惠性、加强科技型中小企业培育、优化财政科技投入支持企业创新的方式、促进科技投入多元化、推动产学研深度融通发展、探索金融全方位支持企业科技创新的新机制等。

Based on the perspective of enterprise life cycle,this paper systematically analyzes the demand for scientific and technological innovation policies in each stage of enterprise development from four stages named as seed stage,start-up stage,growth stage and mature stage.Based on the international experience and practice,this paper summarizes the key scientific and technological innovation policies and measures supporting enterprises in each stage in China.This paper puts forward some thoughts and suggestions on improving China's enterprise scientific and technological innovation policy system in the future,including building an innovation data monitoring and statistics system in the life cycle of enterprises,strengthening the inclusive nature of policies,strengthening the cultivation of science and technology-based small and medium-sized enterprises,optimizing the ways of financial science and technology investment to support enterprise innovation,promoting the diversification of enterprise science and technology innovation investment,promoting the in-depth integration and development of industry,university and research,exploring a new mechanism for financial all-round support for enterprise scientific and technological innovation.
