“卡脖子”技术问题的综合解决方案--以S省为例

Research on Comprehensive Solution for the Problem of“Neck-Jamming”Technologies--Taking Province S as an Example

“卡脖子”技术问题事关国家经济安全,是实现科技自立自强必须要解决的重要问题。本文通过对“卡脖子”技术的概念与内涵分析,从产业发展现状、“卡脖子”技术清单、政策支持、研发基础四个方面构建技术问题的综合解决方案,并应用综合解决方案对S省“卡脖子”技术问题展开具体分析。基于DIIS理论,按照收集信息、揭示信息、综合研判、形成方案的方法步骤,获取核心技术、政策、产业发展情况等信息,对S省发展现状、“卡脖子”技术、政策支持、研发基础情况进行分析,融合整体产业与分行业情况制定S省的综合解决方案,并提出针对性的政策建议。

The problem of“neck-jamming”technologies is related to national economic security and is an important problem that must be solved to achieve scientific and technological self-reliance.Based on the analysis of the concept and connotation of the“neck-jamming”technologies,this paper constructs a comprehensive solution to the problem of“neck-jamming”technologies from four aspects:the status quo of industrial development,the list of“neck-jamming”technologies,policy support,and the R&D basics.Then the problem of“neck-jamming”technologies in Province S is analyzed concretely.Based on the DIIS theory,this paper follows the methodological steps of collecting information,revealing information,comprehensive research and judgment to obtain information on core technologies,policies,industrial development,etc.,and analyzes the development status,“neck-jamming”technologies,policy support and research basis of Province S.At last,we integrate the overall industry and sub-industry conditions to formulate a comprehensive solution to the problem of the“neck-jamming”technologies in Province S,and put forward targeted policy recommendations.
