三重螺旋视角下合肥创新发展的建设主体研究

Research on the Main Duty of Hefei Innovative City Construction from the Perspective of Triple Helix

提高国家的综合实力落到实处即是建设城市,各城市快速发展无疑有益于国家发展,创新是城市建设发展的动力源,而提升城市创新能力并非一蹴而就,长期建设过程离不开各创新主体的相互作用。本文以合肥为例,采用纵向案例研究法构建合肥市建设过程中创新主体的权变模型,揭示城市实现突破性发展过程中的微观机制。研究发现:在城市建设的不同阶段,政府扮演引路人角色,首先是以政府为主体的创新,随后创新主体由政府转为企业或高校,继而政府、企业、高校3个创新主体起着循环匹配作用。研究结果为揭示“合肥现象”提供战略纵深思考,也为其他城市创新发展提供有益借鉴和管理启示。

Improving the comprehensive strength of the country is to build cities.The rapid development of cities is undoubtedly beneficial to the development of the country.Innovation is the power source of urban construction and development,and improving the innovation ability of cities is not achieved overnight.The long-term construction process is inseparable from the interaction of various innovation subjects.Taking Hefei as an example,this paper uses the vertical case study method to construct the contingency model of innovation subjects in the process of Hefei construction,and reveals the micro mechanism in the process of urban breakthrough development.It is found that in different stages of urban construction,the government has always played the role of guide.First,the innovation with the government as the main body,and then the innovation subject has changed from the government to enterprises or universities.Then,the three innovation subjects of government,enterprises and universities play a circular matching role.The research results provide strategic and in-depth thinking for revealing the“Hefei phenomenon”,and provide useful reference and management enlightenment for the innovative development of other cities.
