摘要
住宅物业管理是对传统公房管理模式的替代,其本质是市场经济活动,不应将其范围任意收缩或扩散;住宅物业管理包含了业主自治和企业提供服务两个方面,提升物业管理水平不能仅关注其中一面;物业管理并非住宅管理的唯一模式,不同管理模式的存在使业主改善居住品质有了更多选择;业主自治是住宅物业管理活动的短板,政府部门和社区居委会协助完善业主组织的治理结构,这成为住宅物业管理和社区发展互相融合的重要路径,但在此过程中需合理划分政府、市场和社会的行动空间。
Firstly,property management is the replacement of traditional management mode,its essence is market economic activities,its scope should not be arbitrarily contracted or spread.Secondly,property management includes two aspects:homeowners self-governance and enterprise service provision,improving property management mode can not only focus on one side.Thirdly,property management is not the only housing management mode and housing management modes makes it possible for the owners to improve their quality of life.Fourthly,it has become an important path for property management to integrate into community development through the continuous assistance of government departments and Community Residents Committee to improve the governance structure of owners’organizations,in this process it should reasonably divide the action space of government,market and society.
