摘要
道路通行能力是衡量一个国家综合发展能力的重要因素,但随着城市化进程加快,交通拥堵问题日益突出,组团式城市也没有逃离交通拥堵的困局。研究首先从公共经济学视角出发,将组团式城市交通拥堵现状作为背景,以典型城市重庆市的交通拥堵为重点,找到其面临的问题,其次在公共产品、外部性等公共经济学理论支持下,根据出现的问题分析背后深层次原因,最后借鉴国外治理城市交通拥堵的宝贵经验,结合以重庆市高新区为代表的组团式城市交通拥堵实际情况,从公共经济学视角提出治理城市交通拥堵的可行性建议。
Road capacity is an important factor to measure a country’s comprehensive development capacity,but with the acceleration of urbanization,the problem of traffic congestion has become increasingly prominent,and cluster cities have not escaped from the dilemma of traffic congestion.Firstly,from the perspective of public economics,this paper takes the current situation of traffic co ngestion incluster cities as the background,and focuses on the traffic congestion in Chongqing,a typical city,to find out the problems it faces.Secondly,with the support of public economics theories such as public goods and externality,it analyzes the underlying causes according to the problems,finally,based on the valuable experience of foreign countries in the treatment of urban traffic congestion,combined with the actual situation of group type urban traffic congestion represented by Chongqing high-tech zone,this paper puts forward feasible suggestions for the treatment of urban traffic congestion from the perspective of public economics.
