属地应对城市大事件规划建设的协同策略——以2022冬奥会雪上项目赛区属地北京市延庆区为例

Research on the coordinated strategy of apanage in response to mega event planning and construction

以政府管理实务为基础,从属地城市如何应对城市大事件的角度,分析了北京2022年冬奥会赛区属地北京市延庆区与本届冬奥会工程规划建设形成协同的政策基础及协同参量,构建了政府管理策略层面的协同机制。结果显示:延庆区通过保障城市大事件场馆及配套基础设施建设、落实大事件申办理念、优化重点项目管理模式,在为城市大事件提供支撑的同时,将城市大事件远期规划目标融入了属地村镇建设、城乡产业结构调整和区域协作的过程中。据此认为,地方政府以协同策略对城市大事件作出的反应,是属地在大事件结束后实现中远期可持续发展的先期基础性步骤。

Based on the practice of government management and from the perspective of how the subordinate cities deal with the mega event,this paper analyzes the policy basis and coordination parameters of the coordination between Yanqing,one of the apanages,and the project planning and construction of the Winter Olympic Games in Beijing 2022,and then constructs the coordination mechanism and of government management strategy. The results show that: by ensuring the construction of the mega event venues and supporting infrastructure,implementing the concept of the mega bidding,and optimizing the government’s management modeof key projects,Yanqing integrates the long-term planning objectives of urban-rural construction into the process oftheapanage’surban-rural spatial industrialstructure adjustment,village construction and regional cooperation while providing support for mega events. Therefore,it is believed that toexpress the local government’s response to urban mega events with collaborative strategy is an early basic step to realize the medium and long-term sustainable development after the mega events.
