Sustainable Transportation from the Perspective of Social-Technological Transition

可持续交通在数字化、智慧化时代面临重大发展机遇与挑战,可通过社会-技术变迁视角与系统观念揭示作用机理、重构发展路径。首先,借助技术成熟度曲线评估国际商业咨询机构解决方案,认为技术创新将引发社会变革,由技术创新到智能服务再到智慧场景是治理体系与治理能力现代化的必经之路,指出主观能动性是社会-技术系统动态变迁过程的决定因素。其次,引入多层视角理论解释社会-技术系统动态变迁过程,从宏中微三层揭示作用机理,指出决策主体须果断将可持续性确定为社会-技术系统创新发展的基本前提。最后,指出应依靠精明治理手段形成政策监管引导技术模式,基于可持续性、智慧性、韧性相互关系重构可持续交通发展路径,而系统观念是交通与社会治理决策的必然选择。

Sustainable transportation faces major development opportunities and challenges in the digi-tal and intelligent era.The mechanism of action and development path can be discussed from the per-spective of social-technological transition with system concepts.Based on the Gartner Hype Cycle methodology used to assess solutions of international business consulting agencies,this paper con-cludes that technological innovation will bring social changes,and the path from technological innova-tion to smart services and further to smart scenarios is inevitable for the modernization of governance systems and capabilities.The subjective initiative is a determinant of the dynamic transition process of the social-technological system.With a review of the dynamic transition process of the social-techno-logical system using multi-level perspective theory,the paper presents analysis of the mechanism of ac-tion at macro,meso,and micro levels,and encourages decision-makers to emphasize sustainability in the innovation and development of social-technological system.The paper also suggests the use of smart governance methods in developing policy regulation and guiding technology models.A sustain-able transportation development path needs to be reconstructed based on the relationship of sustainabil-ity,intelligence,and resilience,in which the system concept is an inevitable choice for the decision-making of transportation and social governance.
