从增量规模扩张到存量集约高效--新时期深圳干线道路网转型规划的思考与实践 被引量:2

From Scale Expansion to Intensive and Efficient Development: Transformation of Shenzhen’s Arterial Network Planning in the New Era

摘要 回溯深圳过去40年干线道路网规划历程,总结基于不同发展阶段的城市空间及产业特点、道路规划作用及其局限性,探讨新发展时期深圳干线道路在国土空间规划以及综合交通规划中的定位和要求。分别从交通结构转型背景、空间治理新模式和道路设施发展阶段三个维度提出干线道路规划目标、研究思路和技术方法的转型思考。大城市干线道路应优先满足为城市生产、生活服务的物流、应急、公共交通,有限度供给通勤出行需求服务,结合交通需求调控手段同步调减干线道路的通勤比例。新一轮深圳干线道路网规划提出了差异化的规划策略,即市域范围坚持功能导向,关键通道走廊复合利用;都市核心区坚持以供调需,设施规模适度减量,实现了从传统发展阶段的规模扩张型规划到存量主导阶段的集约高效型规划的转变。 With a review of Shenzhen's arterial network planning in the past 40 years,this paper sum-marizes urban spatial and industrial characteristics,as well as roadway planning functions and limita-tions at different development stages.The positioning and requirements of Shenzhen's arterials based on national land use planning and comprehensive transportation planning in the new development peri-od is discussed.From three perspectives in terms of transportation structure transformation,new mod-el for spatial governance,and development stages of road facilities,the paper proposes planning goals,research methods,and technology transformation for arterial roadways planning in large cities.Arteri-al network in large cities should give priority to logistics,emergency,and public transportation that serve urban production and life,while provide limited commuting travel services,and reduce the com-muting ratio of arterial network using travel demand management measures.The new round of arterial network planning in Shenzhen proposes differentiated planning strategies,including functional orienta-tion and integrated use of key corridors in the metropolitan area,as well as demand adjustment and ap-propriate downsize of facilities in urban core areas.With these strategies,a transition from traditional capacity expansion planning to intensive and efficient planning has been achieved.
