深化首都城市综合管理体制机制研究

加强城市综合管理体制改革和机制创新,是推进城市治理体系和治理能力现代化建设的重要一环。通过对首都城市管理的发展方向、模式手段、实践路径等新的机遇要求进行系统研究,梳理总结了城市管理体制机制不断创新调整,从综合到专业、再从专业向综合转变的发展历程。从加强党建统领、综合统筹、协作配合、精细管理、科技应用、多元共治、优化创新等方面提出了深化首都城市综合管理体制机制的对策举措。

Strengthening the reform of urban comprehensive management system and mechanism innovation has always been an important part of promoting the modernization of urban governance system and governance capabilities. Through systematic research on the new opportunities and requirements of capital city management,such as the development mode,model means, and practical path, it summarizes the development process of continuous innovation and adjustment of urban management system and mechanism,from comprehensive to professional,and then from professional to comprehensive transformation. From the aspects of strengthening party building leadership,comprehensive planning,collaboration,fine management,technology application,multiple co-governance,optimization and innovation,etc.,countermeasures to deepen the comprehensive management system and mechanism of the capital city have been proposed.
