基于管理视角的镇级层面生态保护红线划定思考

Thinking on Delineation of Ecological Protection Red Lines at the Township Level Based on the Management Perspective

生态保护红线是国土空间规划的重要内容,是生态文明建设的政策抓手。在我国五级政府体制下,最基层的乡镇政府既是经济社会发展的责任主体,又是生态保护红线的具体划定者和实施者,必然直接面临发展与保护的冲突。生态保护红线的划定,不是纯粹的技术问题,而是一个多元利益主体的协商过程。镇级层面生态保护红线的划定应立足镇级政府职能和管理的需要,在落实上级生态保护红线区指标的前提下灵活划定,即在严格保护核心区的前提下,灵活划定一般控制区的范围。为此,文章首先基于文献综述,立足管理视角剖析镇级层面生态保护红线的划定原则;其次通过对县镇级政府的事权关系认识,提出镇级层面生态保护红线的划定思路;最后提出镇级生态红线划定的理论方法。以期为相关工作的开展提供借鉴。

The ecological protection red line is an important content of territorial spatial planning and a policy handle for the construction of ecological civilization.Under China's five-level administrative system,the most basic-level township government is not only the main body responsible for economic and social development,but also the specific delineator and implementer of the ecological protection red line,and it is bound to directly face the conflict between development and protection.The delineation of the ecological protection red line is not a purely technical issue,but a consultation process of multiple stakeholders.The delineation of the ecological protection red line at the town level should be based on the needs of the township government's functions and management,and the ecological protection red line should be flexibly adjusted under the premise of implementing the indicators of the upper-level ecological protection red line area,that is,under the premise of strictly protecting the core area,flexible delimiting the general the scope of the control area.Therefore,the paper analyzes the principle of the ecological protection red line based on the management perspective and the theory of the ecological red line.In order to provide a reference for the development of the relevant work.
