新型城乡关系视角下乡村振兴的内在逻辑与实现路径

Internal Logic and Realization Path of Rural Revitalization from the Perspective of New Urban-rural Relationship

面对新时代新矛盾,党中央在总结以往城乡关系经验教训的基础上提出了乡村振兴战略,重塑城乡关系、走城乡融合发展之路是实现乡村振兴战略的关键。本文基于对新型城乡关系的理解,阐释乡村振兴的内涵与内在逻辑,提出新型城乡关系视域下乡村振兴实现路径,即构建新型社会治理体系,实现城乡发展均等化,为乡村振兴提供现实依托;健全城乡融合体制机制,促进城乡协调发展,为乡村振兴提供外部支撑;建立要素双向配置机制,推动农业现代化发展,激发乡村振兴内在动力;建设特色小镇,激活乡村振兴新动能,为乡村振兴提供有效载体。

Facing the new era and new contradictions,the CPC Central Committee put forward the rural revitalization strategy on the basis of summing up the past experience and lessons of urban-rural relations.Rebuilding urban-rural relations and taking the path of urban-rural integration development are the key to realize the rural revitalization strategy.Based on the understanding of the new urban-rural relationship,this paper explains the connotation and internal logic of rural revitalization,and puts forward the realization path of rural revitalization from the perspective of the new urban-rural relationship,including constructing a new social governance system and realizing the equalization of urban and rural development to provide realistic support for rural revitalization;improving the system and mechanism of urban-rural integration and promoting the coordinated development of urban and rural areas to provide external support for rural revitalization;establishing a two-way allocation mechanism of factors,promoting the development of agricultural modernization,and stimulate rural revitalization to provide internal motivation;the construction of characteristic towns will activate the new kinetic energy of rural revitalization to provide an effective carrier for rural revitalization.
