摘要
联合国教科文组织自2013年起就定期召开国际学习型城市大会,至今已召开五届。国际学习型城市大会作为反映学习型城市建设的风向标,大会宣言是每届大会推出的重要成果,明确了学习型城市建设的基本要点和行动方向。通过对五届宣言文本的内容、结构及相互关系进行分析,研究发现:五届宣言内容都与大会背景紧密相关,语言简洁凝练,关注承诺与行动,始终强调学习型城市的包容性、可持续性和对社会、经济、文化的推动作用;同时,每届宣言都有各自关注的重点。宣言对于联合国教科文组织规划与推进国际学习型城市建设具有战略性意义,为我国新时代学习型城市建设提供了借鉴。
The International Conference on learning cities led by UNESCO,as a wind vane reflecting the construction of learning cities,has held five sessions since 2013.As the core document of each conference,the declaration of the conference identifies basic points and action guidelines for the construction of learning cities.Through the interpretation and reflection on the texts of previous declarations,this paper analyzes the basic contents,the structures,and the mutual relations,it finds that the contents of the five declarations are closely related to the background of each conference,with concise language and focus on commitments and actions.They always emphasize the inclusiveness and sustainability of learning cities and their role in promoting society,economy,and culture.At the same time,each declaration has its own focus.?The declaration is of strategic significance to UNESCO's planning and promotion of international learning city construction,and provides reference for China's learning city construction in the new era from eight aspects.
