首都超大城市治理现代化:基本逻辑、理念与路径构想

Modernizing the governance of capital megacities:Basic logic,governance concept and path concept

伴随中国城市化进程的加速发展,作为首都的超大城市北京面临着来自政治、经济、社会、文化等方面的诸多挑战。分析首都治理的基本逻辑,推动首都超大城市治理现代化成为国家治理体系和治理能力现代化的重要内容。首先,首都超大城市治理以政治导向、问题导向、使命导向三个系统条件为逻辑起点。其次,在中国情境下,首都超大城市治理理念包括目标圈层的人本治理、党建引领两个城市治理理念,方法圈层的法治治理、德治治理、智慧治理、协同治理、全球治理五个城市治理理念,七个城市治理理念共同构成一个内外互动、有效协同、不可分割的有机整体。最后,首都超大城市治理的路径机制主要通过创造性思维方式构建政治引领、科技赋能、文化涵养、法治保障和经济驱动五维治理的机制系统,既对应了首都超大城市治理的治理理念,又回应了首都超大城市治理实践的现实需求。

In recent years,along with the accelerated development of urbanization in China,Beijing,the capital mega-city,has been facing many challenges in political,economic,social and cultural aspects.Therefore,considering the functional characteristics of Beijing as both a"capital"and a"city",it is important to find the basic logic of capital city governance and promote the modernization of capital mega-city governance as an important part of the modernization of national governance system and governance capacity.Firstly,the three systemic conditions of problem-oriented,mission-oriented and political-oriented governance are the logical starting point.Secondly,the concept of mega-city governance includes two urban governance ideas of human-centered governance and party-building leadership in the target circle,five urban governance ideas of rule of law,moral governance,intelligent governance,collaborative governance and global governance in the method circle in Chinese.And seven urban governance ideas form an organic whole with internal and external interaction,effective synergy and inseparability.Finally,the path mechanism of mega-city governance in the capital city is mainly constructed through a creative way of thinking,with a five-dimensional governance mechanism system of political leadership,technological empowerment,cultural enrichment,rule of law guarantee and economic drive,which corresponds to the governance concept of mega-city governance in the capital city and responds to the realistic needs of mega-city governance practice in the capital city.
