基于适老化社区支持体系的社区更新实施路径初探

The Implementation Path of Community Renovation Based on the Support System for Aging Community

我国城市人口的老龄化趋势将对城市人居环境等方面的可持续发展产生不可忽视的影响。城市老旧社区由于其自身"双重老化"的客观现实,成为内涵式发展背景下探索适老化更新的"试验田"。面对当下我国城市既有老旧社区改造中供需错位、实施无力、治理失效等困境,论文提出应构建全要素、系统化的社区支持体系,统筹考虑政策制度、物质空间、社会人文等多维度的更新需求,以实现高效、合理的适老化社区更新。以北京垡头街道为例的实证研究,进一步说明了基于适老化社区支持体系的更新实践所具有的优越性,为我国未来城市更新实践中"空间—人居"双重可持续的实现提供了范例。

The aging trend of the urban population in China will have a non-negligible impact on the sustainable development of urban human settlements.Due to its own objective reality of “double aging”,the old urban communities have become“experimental grounds”for exploring suitable urban regeneration in the context of connotative development.Facing the current dilemma of dislocation of supply and demand,weak implementation,and failure of governance in the renewal process of existing old communities in China,this paper proposes that a comprehensive and systematic community support system should be constructed,and the multi-dimensional regeneration needs of policy systems,material space,social and humanities should be considered in an overall manner,so as to achieve efficient and reasonable aging community renewal.The empirical study taking Beijing’s Fatou street as an example further illustrates the superiority of the aging community support system,and provides an example for the sustainability of space and human settlements in the practice of China’s future urban regeneration.
