摘要
认为技术嵌入可通过精准识别掌握城市运行动态,通过信息整合提供治理决策支撑,通过多元协同实现行政权力配置,并建构了城市精细化治理逻辑框架,以北京市海淀区"城市大脑"治理实践验证了技术嵌入城市精细化治理的逻辑框架与突出作用。进一步探讨了技术嵌入可能带来的"唯技术论"陷阱、治理决策偏差、公民个体隐私面临的安全风险以及政府存在技术弱势等潜在问题。新时代技术嵌入城市精细化治理应从加强顶层设计,明晰制度体系与运行规则;优化算法逻辑,推进技术理性与公共价值平衡;完善配套体系,健全技术人才与数据安全保障机制等方面予以优化。
Technology embedding can accurately identify and grasp the dynamics of urban operation,provide support for governance decision by information integration,realize the allocation of administrative power by multiple collaboration,and construct the logical framework of urban fine governance.The practice of haidian District’s"urban brain"governance verifies the logical framework and prominent role of technology embedded in urban fine governance.This paper expounds the potential problems such as the trap of"technicality",the deviation of governance decision,the security risk of individual citizen’s privacy and the technology weakness of government.The new era of technology embedded urban fine governance should strengthen the top-level design,clear the system and operating rules;Optimize algorithm logic,promote the balance between technical rationality and public value;To improve the supporting system,improve the technical personnel and data security mechanism as necessary to ensure the optimization.
