摘要
风险与社会行动在实践中互嵌交织,风险既是社会行动的中介,也是其结果,这种二重转换给城市治理带来了巨大挑战,尤其考验非常态下城市应急管理的水平与能力。从风险的二重性视角来看,城市的应急管理在理性认知、组织力量和行动机制等方面存在一定的缺陷。提升我国城市应急管理水平需要建构城市应急管理的公共理性框架,重塑应急参与主体的公共价值,优化应急管理的制度选择,提高平战一体的城市韧性。
The rapid expansion of material wealth brought about by the accelerating modern industrial civilization has also pushed the human society into the unknown risks that can not be avoided,the dual transformation and interweaving of natural risk and social risk bring huge challenges to urban governance,especially to test the level and ability of urban emergency management under abnormal conditions.From the perspective of risk duality,urban emergency management is defective in rational cognition,organizational strength and action mechanism.To improve the level of urban emergency management in China,it is necessary to construct the public rationality of urban emergency management,reshape the public value of emergency participants,optimize the system choice of emergency management,and improve the urban resilience of both peacetime and wartime.
