大学战略规划范式的转变:从外延式到内涵式 被引量:1

摘要 外延式战略规划的价值目标、行为规则、自身定位、评价结果的外在性,导致其在制定及实施过程中存在多种问题。基于此,从外延式战略规划转向内涵式,其旨在回归大学自身,促使大学的组织属性、价值追求、发展状态和变革内容的转变。文章从规划目标、规划逻辑、规划主体、规划内容、规划过程等五个方面,对重建战略规划范式即内涵式战略规划提出了设想。内涵式战略规划目标为实现大学功能最大化,规划逻辑为学术与行政共同主导,规划主体为学校及二级院系师生,规划内容为大学本体的核心事务,规划过程为上下交叉的理性决策。 Extensive strategy planning of externality in its value objectives, behavior planning, self-orientation and externality of evaluation results led to a variety of problems in the process of its formulation and implementation. Therefore, the essence of the shift from the extended strategy planning to the connotative planning is to return to the university itself, and promote the transformation of its organizational attributes, value pursuit, development status and content of change. From the five aspects of planning objectives, planning logic, planning subjects, planning contents and planning processes, this study put forward the idea of reconstructing the paradigm of strategy planning, that is, connotative strategy planning is needed badly. The goal of connotative strategy planning is to maximize the functions of universities;the logic of planning is dominated by both academia and administration;the main body of planning are school administrators and teachers and students of departments. The content of planning is the core affairs of the university itself, and the planning process is a rational decision-making with overlapping upper and lower levels.
