老旧社区更新的多元挑战与方法要点——以北京市新源西里社区为例

Multiple challenges and keypoints in the renewal of old communities:An example of Beijing Xinyuan Xili community

社区是承载人民生活最基本的空间单元,当前北京市中心城区老旧社区面积占比高达40%,反映出城市居住空间发展不平衡、不充分的问题,推动老旧社区更新已成为当前我国保民生、促发展的一项重大战略举措。系统分析了当前社区更新面临的多类型社会关系优化与重构、资源供需矛盾、复杂现实的适应性需求以及地域性发展要求等多元挑战,结合北京市新源西里社区系统性社区更新的实践进行深入阐释,提炼了基于利益主体责任意识、参与能力、利益协调等方面的社会关系优化要点,提出基于资源利用方式优化导向、区域统筹协调导向、高质量人文关怀导向以及精细化更新设计导向的技术性应对要点。

Community is the most basic spatial unit carrying people’s life and their yearning for a better life.The proportion of old community land in central Beijing is as high as40%,which fully reflects the unbalanced and inadequate development of urban residential space.Therefore,promoting the renewal of old communities has become an important strategic measure to protect people’s livelihood and stabilize investment in China.The research systematically analyzes the multiple challenges of community renewal,including the optimization and reconstruction of multiple types of social relations,the prominent contradiction between supply and demand of resources,the adaptability of complex reality and the implementation of regional development requirements.Combined with the systematic practice of community renewal in Xinyuanxili Community of Beijing,the research further refined the key points of social relationship response optimization,including the sense of primary responsibility,participation ability,interest coordination and other aspects based on relevant interests within the community,as well as the key points of technical response,including optimization orientation based on resource utilization,regional coordination orientation,high-quality humanistic care orientation and refined and updated design orientation.
