巩固拓展脱贫攻坚成果同乡村振兴有效衔接的现实路径研究--基于河北的调查

Research on the Realistic Path of Effective Connection of Consolidating/Extending Achievements in the Struggles for Poverty Eradication and Rural Revitalization——Based on a Survey in Hebei Province

现阶段,巩固拓展脱贫攻坚成果同乡村振兴有效衔接是“三农”工作的重中之重。通盘审视,经过脱贫攻坚期的不懈努力,为巩固脱贫攻坚成果同乡村振兴有效衔接构筑了“四大坚实基础”,即组织基础、防返贫制度基础、经济基础和群众基础。但两大战略衔接还受到乡村振兴相关部门职责亟待明确和优化整合、扶贫资产资本管理低效、脱贫地区与非脱贫地区政策的非均衡凸显、农民的实际组织化程度低、基层人才队伍弱等五个方面问题的制约,亟需通过明确乡村振兴局职责、强化乡村振兴各相关部门职能协整、提升扶贫资产管理运营水平、缩小脱贫与非脱贫地区政策差异、增强农民组织化程度和提升集体经济支撑等策略来推动两大战略的衔接进程。

At present,effective connection of consolidating/extending Achievements in the struggles for poverty eradication and rural revitalization is the top priority of the“agriculture,rural areas and farmers”work.An over⁃all survey shows that unremitting efforts in the struggles for poverty eradication has built the four solid foundations for the effective connection,namely,the organizational foundation,the institutional foundation for prevention of re⁃turn to poverty,the economic foundation and the mass foundation.However,the connection of the two strategies is still restricted by the five problems of the urgent need to clarify,optimize and integrate the responsibilities of the rel⁃evant departments of rural revitalization,the inefficient management of poverty alleviation assets and capital,the prominent imbalance of policies between poverty-eradication areas and non-poverty-eradication areas,the low farmers-organized degree,and the weak talents teams at the grassroots.Therefore,there is a urgent need to promote the process of connection of the two strategies by clarifying the responsibilities of the Rural Revitalization Bureau,strengthening the optimization and integration of the functions of various departments related to rural revitalization,improve the level of poverty alleviation asset management and operation,reducing the policy differences between poverty-eradication areas and non-poverty-eradication areas,enhancing the farmers-organized degree,and improv⁃ing the collective-economy support.
