重大疫情防控与府际应急治理机制完善

Serious Epidemic Prevention/Control and Inter-governmental Emergency Governance Mechanism Improvement

新冠肺炎疫情是21世纪最为严重的“国际关注的突发公共卫生事件”,其突发性、不确定性、跨域性、复合型等特征亟待不同层级政府之间协同治理。疫情防控初期存在的预警不足、研判失误、应急治理偏差、医疗物资储备不足、治理能力有限等问题,仍是日后重大疫情防控和应急治理中需高度关注的问题,须从健全法制、加强区域协作,健全公共卫生应急治理体系、提升府际应急管理体系和能力现代化等方面明确府际权责关系,完善重大疫情事件中的府际应急治理。

The Covid-19 epidemic is the most serious public health emergencies of international concern dur⁃ing the 21st century,and its features of sudden onset,uncertainty,cross-regional and compound nature urgently need concerted governance by governments at different levels.The problems in the early stage of epidemic preven⁃tion and control,such as insufficient early warning,errors in research and judgment,errors in emergency manage⁃ment,insufficient material reserves,and limited governance capacity,still need high attention in later serious epi⁃demic prevention and control and emergency governance.It is necessary to clarify the relationship of powers and re⁃sponsibilities between governments in improving the legal system,strengthening regional cooperation,improving the public health emergency governance system,and improving the inter-governmental emergency governance system and modernizing capacity,so as to improve the inter-governmental emergency governance in major epidemic inci⁃dents.
