利益共享理念在糯扎渡水电站移民安置中的实践

Practice of Benefit Sharing Concept in Resettlement of Nuozhadu Hydropower Station

利益共享理念的提出,为水电工程移民安置工作提出了一条新的路径,充分推动库区发展、移民收益与电站效益结合,实现移民长期获益、库区持续发展、电站合理收益有保障的互利共赢格局。依托澜沧江流域糯扎渡水电站,对其涉及的库周非搬迁移民村组基础设施改善方面进行深入研究,明确改善原则、内容及资金,按照利益共享理念,由电站业主承担完善所需资金,地方政府以此为基础整合方方面面资金,全面系统的改善区域基础设施,为当地顺利脱贫及助推区域经济社会发展提供了支持。同时糯扎渡水电站在安置移民、部分公共服务设施配置等方面充分贯彻利益共享的理念,妥善安置移民。

The concept of benefit sharing provides a new path for resettlement of hydropower projects.It can fully promote the development of reservoir area,combine the benefits of resettlement and power station,and realize the win-win situation of long-term benefits of emigrants,sustainable development of reservoir area and guarantee of reasonable benefits of power station.Relying on Nuozadu Hydropower Station in Lancang River Basin,this paper makes a deep study on the improvement of infrastructure of non-relocated villages around the reservoir,and clarifies the improvement principles,contents and funds.According to the concept of benefit sharing,the owner of power plant will bear the funds needed for improvement.On this basis,the local government will integrate all aspects of funds and improve regional infrastructure comprehensively and systematically,which provides support for the smooth elimination of poverty and the promotion of regional economic and social development.At the same time,Nuozhadu Hydropower Station fully implements the concept of benefit sharing in resettlement of emigrants and allocation of some public service facilities,and properly resettles emigrants.
