大中型水电工程建设征地补偿标准政策演变研究

Research on Policy Evolution of Land Acquisition Compensation Standard for Large and Medium-sized Hydropower Project Construction

将大中型水电工程建设征地补偿标准政策演变分为非强制性移民、政治性移民、征地补偿调整和征地补偿专项制定法规及发展4个阶段,分析了各阶段的时代背景、征地利益关系、政策法规依据及与其他工程补偿标准差异等情况,研究表明大中型水电工程征地补偿标准政策具有特殊性,为了减小与其他工程补偿的差异,应逐步淡化其特殊性,与其他工程实行同样的补偿标准。

The standard policies of compensation for land acquisition for large and medium-sized hydropower projects are divided into four stages:non-mandatory resettlement,political resettlement,adjustment of compensation for land acquisition and special formulation and development of laws and regulations for compensation for land acquisition.This paper analyses the background of each stage,the interest relationship of land acquisition,the basis of policies and regulations,and the differences with other compensation standards.The research shows that the standard policy of compensation for land acquisition for large and medium-sized hydropower projects is special.In order to reduce the difference between compensation for other projects,its particularity should be gradually diluted and the same compensation standard should be applied to other projects.
