乡村振兴背景下干部驻村帮扶的现状、问题与对策——基于滇西云龙县的调研

Current Situation,Problems and Countermeasures of Cadres'Assistance in Villages under the Background of Rural Revitalization:Based on the Investigation on Yunlong County in Western Yunnan

向农村派驻工作队是中国共产党多年农村工作的优良传统,干部驻村帮扶既是精准扶贫的宝贵经验,也是实施乡村振兴战略的重要举措。为了总结干部驻村扶贫经验,了解脱贫攻坚与乡村振兴衔接时期干部驻村帮扶现状和问题,对云龙县进行了实地调研。调研发现,云龙县干部驻村帮扶成效显著,农民满意度高,但也存在驻村干部选派不够精准,帮扶成效不平衡,工作形式化,对乡村内生动力激发不够,基层组织建设存在薄弱环节,对驻村干部的保障激励没有完全到位等问题。建议进一步完善驻村工作队制度,建立健全干部驻村帮扶长效机制。

It has been a fine tradition of the Communist Party of China in rural work for many years to send task forces to rural areas.The assistance of cadres in villages is not only a valuable experience in targeted poverty alleviation,but also an important measure to implement the rural revitalization strategy.In order to summarize the experience of cadres'poverty alleviation in villages and understand the current situation and problems of cadres'assistance in villages during the cohesion period between poverty alleviation and rural revitalization,a field survey was conducted in Yunlong County.The survey found that Yunlong County cadres'assistance in the village has made remarkable achievements and farmers'satisfaction is high,but there are also some problems,such as inaccurate selection of cadres in the village,unbalanced assistance effects,formalization of work,insufficient stimulation for rural endogenous power,weak links in the construction of grass-roots organizations in addition to inadequate guarantee and incentive for cadres in the village.It is proposed to further improve the village working team system and establish and consummate a long-term mechanism of cadres'assistance in the village.
