基于陆港供应链的西部陆海新通道高质量发展研究

Research on High Quality Development of New Western Land-sea Corridor Based on Inland Port Supply Chain

西部陆海新通道已成为我国南向开放,连接西部内陆地区与东南亚国际市场的重要战略通道。国际陆港是我国中西部内陆地区重要的外向型经济发展平台,也是国家物流枢纽的重要组成。西部陆海新通道的高质量发展离不开西部地区国际陆港的强力支撑,做强国际陆港不仅是国家物流枢纽发展规划的重要布局,也是西部陆海新通道实现高质量发展的重要抓手。文章结合西部陆海新通道新格局下提质增效发展需求和国际陆港自身的发展规律,从多式联运网络构建、供应链服务能级提升、数字供应链服务平台建设和适铁运输产业布局四个维度提出了做强国际陆港的途径建议,为夯实"通道+枢纽+网络"助推"双循环"新格局下西部陆海新通道高质量发展提供参考。

The new western land-sea corridor has become an important strategic channel for China to open to the south and connect the western inland areas with the international market in Southeast Asia.International land ports are an important export-oriented economic development platform in the central and western inland regions of China and an important component of the national logistics hubs.The high-quality development of the new western land-sea corridor is inseparable from the strong support of international land ports in the western region of the country.Consequently,strengthening the international land port is not only an important component of the national logistics hub development plan,but also an important starting point for the high-quality development of the new western land-sea corridor.This paper combines the development needs of quality and efficiency improvement under the new western land-sea corridor pattern and the development law of the international land port itself.Ways to enhance the international land port are put forward from the perspectives of constructing multimodal transportation network,improving the supply chain service level,setting up the digital supply chain service platform and laying out the suitable railway transportation industry.The purpose is to provide suggestions to consolidate the system of channel,hub and network and facilitate the high-quality development of the new western land-sea corridor under the new pattern of"dual circulation".
