An Analysis of the Current Terrorist Threats Facing China’s Overseas Interests and Countermeasures

恐怖主义危害全球,在国际社会的多方打击下,其嚣张气焰虽有所收敛,但问题始终难以彻底解决,并且恐怖组织为求生存也产生了一些新变化,如组织分散化并相互勾结,网络遥控指挥明显,“独狼”式恐怖主义快速蔓延等,中国海外利益受威胁形势十分严峻。与此同时,中国在海外反恐方面却举步维艰,既有海外反恐本身难度大、海外投资地选择范围受限的原因,也有国际、地区和国家层面多方掣肘的原因。要走出海外反恐困境,不仅要加强自身反恐实力建设,还要加强中国政府、企业和个人海外的通力合作,同时要加强国际反恐交流合作,并坚持联合国反恐的主导性。

Terrorism is the scourge of the world.Although the multifaceted international efforts help restrain its arrogance,the problem is far from resolving.Inorder to survive,terrorist organizations have also produced some new changes.Lone wolves are decentralized and collude with each other with a remote control command via the internet.Such“lone-wolf”terrorism spreads rapidly,and may become rampant in the post-epidemic era,gravely threatening China’s overseas interests.But at the same time,China confronts great obstacles to fight terrorism overseas due to the nature of overseas counter-terrorism,the limited scope of overseas investment,and multiple constraints at the international,regional,and national levels.It is a long-term and arduous task to break away from such predicament.To this end,efforts shall be made not only to build upits own anti-terrorism capabilities and improve the basic anti-terrorism skills,but also to strengthen the cooperation between the Chinese government,overseas enterprises and individuals,as well as the international anti-terrorism exchanges and cooperation with United Nations playing the leading role.
