农地抵押贷款抵押物处置的影响因素分析——基于四川的调研数据

Analysis on the Influence Factors of Mortgage Disposal of Farmland Mortgage Loan--Based on the Investigation in Sichuan

抵押物处置难是掣肘农地经营权抵押贷款发展的主要障碍之一,本文首先采用三方动态博弈模型推演政府、处置组织及金融机构在抵押物处置过程中的行为,从理论分析出影响抵押物处置效果的因素。然后基于四川的调研数据,采用结构方程模型(SEM),从五个维度设计21个观察指标验证上述理论推导的结果。研究表明,政府实际支持力度和农地流转市场成熟度对抵押物处置效果有直接和间接的正向效应,抵押物清算评估情况对处置效果有直接的正向影响,银行的处置流程及规章制度、借款人及其他因素对处置效果有间接的正向影响。因此,应加强政府资金与政策支持力度、建立专业评估机构和统一评估标准,引入第三方处置组织并搭建多层级土地流转平台。

The difficulty of mortgage disposal is one of the main obstacles hindering the development of farmland management rights mortgage loans.Firstly,use a three-party dynamic game model to deduce the behavior of the government,disposal organizations,and financial institutions in the process of mortgage disposal,and theoretically analyze the factors that affect the effect of mortgage disposal.Then,based on the survey data in Sichuan,the Structural Equation Modeling(SEM)was used to design 21 observation indicators from five dimensions to verify the results of the above theoretical derivation.The research shows that the actual government support and the maturity of the agricultural land transfer market have a direct and indirect positive effect on the mortgage disposal,and the evaluation of the liquidation of collateral has a direct positive impact on the disposal effect.The bank’s disposal process and regulations,borrowers and other factors have an indirect positive influence on the disposal effect.Therefore,it is necessary to strengthen government funding and policy support,establish professional evaluation institutions and unified evaluation standards,introduce third-party disposal organizations and build multi-level land transfer platforms.
