南京市江宁区农业水价综合改革实践与思考

Practice and thought for the comprehensive reform of agricultural water price in Jiangning district of Nanjing city

农业水价综合改革是缓解水资源短缺、推进节水农业发展的重要途径。自2016年下半年起,南京市江宁区率先开展农业水价综合改革试点工作,取得了显著成效。立足于江宁区实际情况,从改革具体措施、问题及成效入手,分析总结了江宁区农业水价综合改革过程中的经验与教训,并提出了相关对策和建议,为下一步更好地常态化开展农业水价改革工作提供参考借鉴。

The comprehensive reform of agricultural water price is an important measure to alleviate the shortage of water resources and promote the development of water-saving agriculture.Since the second half of 2016,Jiangning district of Nanjing has taken the lead in carrying out the pilot work of comprehensive reform of agricultural water price,and achieved remarkable results.Based on the reality of Jiangning district,this paper analyzed and summarized the experience and lessons in the process of comprehensive reform of agricultural water pricing in Jiangning district from the perspective of specific measures,problems and effects of the reform,and finally put forward relevant countermeasures and suggestions,so as to provide reference for the further normalization of agricultural water pricing reform.
