制造企业是支持我国经济社会高质量发展的关键。数字化转型能够充分提升企业的经济、社会与环境效益,已成为数字经济时代制造企业高质量发展的重要路径。基于政策制度支持和数字基础设施支撑的发展基础,结合人才储备不足、转型路径不明、创新生态欠缺、政策短板日显的转型挑战,推进制造企业数字化转型应当强调多主体联动,即以企业为主体,建立适应性学习机制;培育数字孪生体工具;由政府或行业协会引导,制造企业参与,构建创新型产业生态;政府主导,多主体支持,完善制造企业数字发展政策。

Manufacturing enterprises are the key to support the high-quality development of China's economy and society.Digital transformation can fully improve the economic,social and environmental benefits of enterprises,and has become an important path for the high-quality development of manufacturing enterprises in the digital economy era.Based on the development foundation of policies and digital infrastructure,combined with the transformation challenges of insufficient talent reserves,unclear transformation paths,lack of innovation ecology,and policy shortcomings,the paper suggests that the promotion of the digital transformation of manufacturing enterprises should emphasize multi-subject linkage,that is,with enterprises as the main body,establishing adaptive learning mechanism and cultivating digital twin tools;guided by the government or industry association and with manufacturing enterprises'participation,building innovative industrial ecology;led by the government and with the multi-subject support,improving the digital development policy of manufacturing enterprises.
